Closeout Submittals and O&M Manuals: A Subcontractor's Checklist

The last submittals on a job are often the ones standing between you and your retainage. Closeout requirements are spread across every spec section and Division 01, and they're easy to underestimate. Here's what's usually required and how to have it ready when the punch list closes.

Where closeout requirements live

Look in three places: Division 01's closeout sections (typically 01 77 00 Closeout Procedures, 01 78 23 Operation and Maintenance Data, 01 78 39 Project Record Documents and 01 79 00 Demonstration and Training); each spec section's "Closeout Submittals" and "Maintenance Material Submittals" articles; and the general conditions, which tie them to final payment. How to assemble an O&M manual reviewers accept

  • Organize by spec section, with a cover sheet, table of contents and tabs or PDF bookmarks.
  • Use the approved submittal data, including the reviewer's notes, not the original submission.
  • Remove sheets for models you didn't install, or clearly mark the installed ones.
  • Include maintenance schedules and recommended spare parts, not just product data.
  • List warranty start dates and the contact for warranty service.

Start closeout on day one

Add every closeout item to your submittal log when you build it at the start of the job. File approved submittals and warranties into an O&M folder as you go, and closeout becomes assembly rather than archaeology.

Transmit everything formally

Frequently asked questions

When should closeout submittals be prepared?

Start as soon as product submittals are approved. The approved product data becomes the core of the O&M manual, and collecting warranties and certificates during the job is far easier than chasing them after substantial completion.

What is an O&M manual?

An operation and maintenance manual gives the owner what they need to run and maintain your work: approved product data, operating and maintenance instructions, parts lists, wiring diagrams, warranties and service contacts, organized by system and spec section.

What is attic stock?

Extra materials the spec requires you to leave for the owner, such as spare ceiling tiles, floor tiles, paint or filters. Quantities are usually stated in the section's 'Maintenance Material Submittals' article.

Why do closeout submittals hold up retainage?

Contracts usually tie final payment and retainage release to complete closeout documentation. Missing manuals, warranties or as-builts are among the most common reasons final payment is delayed.
